The Altermidya Network condemns the reported abuses committed under the watch of Tacloban City Jail warden Jail Inspector Eva E. Naputo, and Chief Unit Intelligence Officer SI01 Dalmacio C. Canayong Jr. against Persons Deprived of Liberty (PDLs), including the community journalist Frenchie Mae Cumpio and lay worker Marielle Domequil.
Among the cases of such abusive conduct by the jail officials are neglecting requests for urgent medical care for Frenchie and Marielle, violation of their right to confer with their lawyers privately, unjust delay or denial of requests for prison visits, especially from the media and diplomatic community, among other violations. We believe that these actions are a violation of the PDLs’ rights and privileges guaranteed under Philippine law and international standards.
The abuses faced by Frenchie and Marielle are additional violations to their prolonged and unjust detention, which are based on mere fabricated charges.
We call upon the Bureau of Jail Management and Penology and Commission on Human Rights to look into this complaint, hold accountable the jail officials, and ensure the protection of the rights, welfare, and safety of all PDLs. We also urge the BJMP to follow the Mandela Rules, treat the detainees with respect and dignity , and ensure that a pro-PDL management is installed at the Tacloban City Jail.
